Regulatory positioning
In South Australia, domestic building work valued at $20,000 or more (inc GST) requires a contract with a licensed Building Work Contractor under the Building Work Contractors Act 1995. This threshold was raised from $12,000 on 10 November 2025.
For work between $12,000 and $20,000, a written contract is required and Home Indemnity Insurance (BIWI) must be issued, even though the work is now classed as "minor domestic building work" under the licensing regime.
